22 But it is happened unto them according to the true proverb, The dog is turned to his own vomit again; and the sow that was washed to her wallowing in the mire.

These are my thoughts, please share yours.
21 There may be some form of mercy given to those who have not heard or who do not understand, to what extent this goes could be up for debate but there are people who have been told and reject. This is saying that it is better to be a part of the world to live as the world then to come to Christ and continue live as the world. Living as the world but being a Christian hurts our testimony, hurts our witness and can keep others from coming to Christ, this not something people who remained outside the faith have to deal with as they sin. He may also be referring to that those who were given the law to live by should continue to live by the law even though they have came to Christ, not for salvation. Paul taught that you did not have to keep the law to have salvation; Peter is saying if you have lived by the law and then came to Christ it is still best you keep the law as you have as you serve Christ.
22 We should not look to live as we did before we came to Christ. The Jewish people that left in the Exodus often longed for things of Egypt and this did not make God happy, when we return to the acts or want the things from our bondage of sin, it does not make God happy.
